Exclusive: Interview with Amb. Omar Hilale of Morocco on Global Compact for Migration


New York: “It’s a historic day for the United Nations, for the world and for multilateralism.” Omar Hilale, Ambassador Permanent Representative of the Kingdom of Morocco to the United Nations, expressed all his satisfaction after that the General Assembly has approved the UN Global Compact for Migration on Friday 13th, ratifying the end of the negotiations.

The agreement will give the member nations tools and regulations to face the topic of migration all over the world. “For the first time, United Nations is handling this issue with courage, flexibility, and realism,” Ambassador Hilale said, adding that the member nations “agreed about something that we never agreed before.”

Last December, the United States of America exited by the negotiations of the Global Compact, causing controversies and polemics. Moreover, populist governments like Hungary expressed concerns about the final text approved by the General Assembly, threatening to exit the agreement. "It is totally at odds with common sense, Hungary’s interests and the intent to restore European security," Minister of Foreign Affairs and Trade of Hungary Péter Szijjártó said. Mr. Szijjártó told the press that "this package aims to encourage migration processes in an insane manner, and it only took into account the interests of Africa, Latin America, and small island states when it determined migration to be a fundamental human right. This is a false approach."

Neither the majority of the member nations in Europe nor Morocco, however, expressed the same positions. "We are in favor of multilateralism," Ambassador Hilale told American Television News. "This draft and the final adoption in Morocco next December are the beginning of a new process, not the end of it," he pointed out.

For Morocco, "any unilateral or bilateral solutions will not be productive" facing migration's issued. "It can work for some weeks or for some months, but the problem will stay the same" Ambassador Hilale said. "Since today, thanks to this morning's vote, everybody wants to find a solution can do it within the Global Compact because it gives tools and orientation to every member nations around the world."

The Intergovernmental Conference to Adopt the Global Compact for Safe, Orderly and Regular Migration, will be held in Marrakesh, Morocco on 10 and 11 December 2018. "We are the voice of Africa," Ambassador Hilale told American Television News. "Morocco has taken courageous steps for legalizing the position of thousands of sub-saharanian migrants," Ambassador pointed out. Today, he said, "we are the only country which gave a chance to 80.000 of sub-saharians." The Intergovernmental Conference of December "will be the occasion to reiterate our approach to migration, calling on realism, flexibility, and global vision," Ambassador Hilale concluded.
